Our Start-to-Finish Consulting Process
At TRW Group Home Consulting, we offer full guidance from concept to operation with a structured, three-phase process designed to take you from vision to execution—without guesswork. This process begins after the free 15-minute initial consultation and is designed for individuals who are serious about opening a compliant, sustainable group home.
For clients who prefer a streamlined, all-inclusive approach, TRW Group Home Consulting offers an Annual Consulting Retainer designed to cover the full scope of services from start to launch and beyond.
TRW will help you determine which option best aligns with your goals, timeline, and level of desired involvement.
Phase One: Approval and Foundation Setup
Purpose: To prepare and submit everything required by your State Department of Mental Health to obtain approval to open a group home.
What’s Included: Phase One includes all consultations, guidance, and prepared materials necessary to bring your group home to the point of state approval, including:

Policies, procedures, and compliance materials

Incorporation and foundational setup support

Step-by-step guidance through submission requirements
This phase is comprehensive and results-driven. By the end of Phase One, all required documentation will be completed and submitted for state review.
Important Note: Once documents are submitted, approval timelines are determined solely by the State Department of Mental Health and may vary.
Phase Two: Approval Waiting Period Support
Purpose:To provide professional support while the client awaits approval from the State Department of Mental Health.
What’s Included:

Guidance on revisions or additional documentation, if requested by the state

Continued strategic support during the review period
Phase Two is billed hourly and only applies if consultations are requested during the waiting period.
Phase Three: Operation Launch and Staff Training
Purpose:To prepare you to operate your group home confidently and compliantly after state approval.
What’s Included: Phase Three focuses on the day-to-day operational readiness of your group home, including:

Required Training Costs (Phase Three Add-Ons)
The following trainings are required and billed separately:

$525 for up to 6 staff members -
Crisis Prevention Intervention (CPI) Training
$125 per staff member
Annual Retainer Option: Start-to-Support
For clients who prefer a streamlined, all-inclusive approach, TRW Group Home Consulting offers an Annual Consulting Retainer designed to cover the full scope of services from start to launch and beyond.
Term: 12 months
This option provides priority access to all consulting services, guidance, training, and document preparation required throughout the group home development process. The retainer is ideal for clients who want comprehensive oversight, continuity, and hands-on support without navigating individual phase payments.
The Annual Retainer Includes:

The retainer expires one year from the start date, regardless of service usage.
Phase Four: Ongoing Operation and Expansion Support
Phase Four services are available as applicable based on your operational scope. Pricing for this phase is established as a fixed continuation phase rather than an hourly rate and will be customized based on the client’s operational needs, scale, and objectives at that time.
This phase may include advanced operational strategy, compliance maintenance, staffing optimization, and expansion planning.
